President Trump has taken decisive action to dismantle the financial foundations of Russia and Iran’s malign activities. By signing the Lindsey O.

Graham Sanctioning Russia and Iran Act of 2026, the administration has secured the authority to impose punishing tariffs of up to 100% on the primary purchasers of Russian oil and gas, specifically targeting major importers like China and India.

This legislation honors the legacy of the late Senator Lindsey Graham, a steadfast defender of sovereignty who spent his final days pushing for a more aggressive stance against the Kremlin. The bill goes beyond mere rhetoric, directly targeting Vladimir Putin, his inner circle, and the 'shadow fleet' of tankers used to skirt international law.

It also extends the pressure to Iran’s energy and weapons sectors, ensuring that those who facilitate the war machines of dictators will face severe economic consequences.

While the bill provides narrow exceptions for nations actively working to decouple from Russian energy, the message is clear: the United States will no longer tolerate the financing of global instability.

Ukrainian President Volodymyr Zelensky praised the move, noting that the best way to honor Senator Graham’s memory is to implement these sanctions swiftly and fully. This legislation marks a return to the principle that American strength is the only language hostile regimes truly understand.
